The intersection between Information and Communication Technologies, Social Interactions and International Development is frequently explained in terms of entrepreneurship and the emergence of business clusters or in terms of social capital but, both approaches will benefit of a scientific yet pragmatic approach to how “the mesh in the middle” could be measured and use to improve the flow of ideas, strengthen social capital and develop a friendly environment for creativity and innovation.
